You can freely visit the Japanese garden at Hotel New Otani. Compared to more prestigious gardens that charge admission, it's fair to say the grounds aren't meticulously maintained everywhere—preserving beauty must be challenging. However, the fact that it's open for free is incredibly generous, and it's a rather nice spot for a relaxed, elegant little break.
