Don't be fooled—this isn't a ruin (my apologies!). It's a fully operational, active factory. You can get super close to it via a public road (well, you actually pass right underneath it). It's likely been in operation since around the mid-Showa period, but rust and damage have become part of this Hikawa Factory's identity (so they won't fix it for just any old reason).
