Personally, this is the Kichijoji branch of Chopsticks, one of the top-tier Vietnamese restaurants in Tokyo. I often visit the Nakano branch of the same chain, Bia Hoi Chop, so this was my first time at Kichijoji, but the deliciousness was unchanged. The "Crispy Shrimp with Lemongrass" and "Fried Spring Rolls" are must-orders, but honestly, every dish is delicious—there's no such thing as a bad choice here. Each branch has a slightly different size and atmosphere, so I recommend visiting multiple locations to find your favorite. However, be warned: without a reservation, you'll likely face a long wait, and weekends are basically impossible to get into. So, I strongly suggest booking several days in advance.
